test(hindsight): run pure gate tests on Windows too
test_gate_refuses_keyless_build_against_keyed_disk and test_rewrite_allowed_when_build_carries_key touch no filesystem modes, so the nt skip guard was needlessly excluding them. Addresses review feedback on PR #103957. (cherry picked from commit 196cf723571c87829be61e17df27869948db00a0)
