teknium1 3ef8b384a9 refactor(persistence): 24 hand-rolled atomic JSON/text writers go through utils.atomic_json_write / atomic_write_text
Each copy re-implemented temp+replace by hand and lacked one or more of
fsync, symlink preservation, atomic_replace's Windows-contention retry and
EXDEV/bind-mount fallback, mode preservation, or interrupt-safe temp
cleanup. Three (gateway/session_persistence, cron/suggestions,
agent/shell_hooks) were verbatim inlines of utils._atomic_write; two
modules defined their own directory-fsync helper, now utils.fsync_directory.
plugins/google_meet/_jsonfile.write_json_atomic is deleted (callers use the
canonical helper directly).

Behavior change: every one of these writers now fsyncs the payload, keeps a
pre-existing target's mode, cleans its temp file on BaseException, and
survives Windows AV/indexer contention and cross-device renames the way
config writes already did. cron/suggestions.json is 0600 from creation
(previously chmod'ed after the replace). Skipped on purpose: cron/jobs.py
two-phase staging, gateway/status._write_json_excl (create-only lock),
kanban_transfer staging (not atomic writers); tools/skill_usage.
_write_suppressed_names lives inside a PLUGIN-COMPAT block.

Teknium c8b56d43da fix(whatsapp): quoting the bot's own image/voice/document attaches the file
Salvage of #77660 covers quotes of INBOUND media via the bridge's download
cache. The reported case is the other half: a user quotes an image the bot
sent (a cron-delivered chart) and asks "what is this?" — the bridge cache
knows only inbound messages, and Meta's Cloud webhook ``context`` carries
only the quoted wamid, so the agent received a text-only turn and could not
see the image it had itself delivered.

Widen ``gateway/rich_sent_store`` (already the (chat_id, message_id) → text
index Telegram and the Cloud adapter use for quoted text) with
``record_media`` / ``lookup_media``: both WhatsApp adapters index the local
path + MIME of every media send at send time and every inbound media
receive, and on a quoted reply fold the resolved ``(path, mime)`` into the
event's own ``media_urls``/``media_types`` so the existing vision/audio
pipeline handles it like a direct attachment. ``lookup_media`` drops entries
whose file no longer exists. Baileys: the outbound index is the fallback
when the bridge cache misses; the cache-dir guard stays on bridge-supplied
paths only (our own sends are paths we chose). Cloud: link sends (public
URL, no local bytes) are not indexed.

One invariant test per adapter, red on origin/main.

relay/ws_transport, run.py and slash_commands.py (comments), session_context, session_state,
streaming_tts_consumer, turn_lease and small modules.

- HostedRoomPolicyCheckpoint._apply_event -> per-kind handler table
- WebSocketRelayTransport._handle_frame -> frame-handler table
- GatewayAuthorizationMixin: unified adapter setting/flag/extra readers
- dead symbols removed (verified zero references): RoomLinkProbe/select_room_link,
  relay_bot_username, is_restart_loop_tripped, debug_rows, DeadTargetRegistry.all_dead,
  BrowserControlBroker.detach_owner/_prune_tickets, StreamingTTSConsumer.started/_enqueue_done/
  _iter_stream_chunks/_next_stream_chunk, RecoverableHandleCache.status_for, _auth_env,
  _copy_default_catalog, _parse_timestamp_prefix, _present_* helpers, _send_result_error_kind,
  _truthy_env, SessionFieldView/TurnLeaseTokenView dunder shims, and their orphaned tests.
- lost WHY/invariant text from the earlier compaction restored compactly (541 hunks audited)

Erosika 10e60060d9 fix(profile): resolve import-time path globals per-call to honor profile override
In single-process multi-profile runtimes (desktop tui_gateway), profile
scoping is a context-local ContextVar override, not a process env var. Three
subsystems froze their HERMES_HOME-derived paths at import time (or read
os.environ directly), pinning every later profile to whichever profile first
imported the module — a cross-profile data leak.

- tools/skills_hub.py: SKILLS_DIR/HUB_DIR/LOCK_FILE/etc. were module constants
  frozen at import. Replace with per-call resolver functions; add a PEP 562
  module __getattr__ so external 'from tools.skills_hub import SKILLS_DIR'
  callers (all function-local) resolve dynamically with no call-site changes.
  Convert default-arg bindings (HubLockFile/TapsManager) and the derived
  HERMES_INDEX_CACHE_FILE constant too.
- gateway/platforms/base.py: image/audio/video/document cache-dir getters now
  re-resolve via get_hermes_dir() per call, falling back to the module
  constant when a test has monkeypatched it (preserves the existing test seam).
  Media-delivery safe-roots already enumerate all profiles' cache dirs
  (#31733), so per-profile resolution does not break delivery.
- gateway/rich_sent_store.py: _store_path() read os.environ['HERMES_HOME']
  directly, bypassing the override entirely; route through get_hermes_home().

Sierra (Hermes Agent) 01ae9b853e fix(telegram): resolve replies to rich (sendRichMessage) messages
Telegram does not echo a sendRichMessage's content back in
reply_to_message (.text/.caption empty, .api_kwargs None), so replies
to rich sends (briefings, the gateway's own rich finals) arrived with
no quotable text and the [Replying to: ...] injection was skipped.

Remember message_id -> text at send time in a best-effort JSON index
(gateway/rich_sent_store.py), and recover it on inbound when text and
caption are both empty. Best-effort and no-throw throughout: any
failure degrades to prior behavior and never breaks a send or message.

Salvaged from #47375 by @x1erra. Dropped the cross-platform run.py
reply-prefix rewrite (out of scope; bloated every reply on every
platform) and scrubbed a docstring reference to an out-of-repo script.
Kept the inbound reply_to logging enrichment used to verify the fix.
