Six independent line-parsers with three different quoting/comment semantics
read the same .env files: tools/skills_tool.load_env (strip("\"'"), no inline
comments), hermes_cli/managed_scope._parse_env (same, no export, no BOM),
web_server_cron._profile_env_value (plain utf-8, no BOM), profile_cmd
._env_file_has_key, env_loader._env_keys_defined_in_dotenv (utf-8, so a BOM'd
first key stayed "\ufeffKEY" and the dashboard profile scrub missed line 1),
mem0/_setup._prompt_api_key (startswith scan, no quote strip). The boundary
parsers (scrub key set, skill secret capture) therefore disagreed with the
parser that installs the profile scope.
Now every one is a 1-3 line forwarder onto load_env_file, and
hermes_cli.config.load_env is memo over it (public signature unchanged).
_parse_env_value moves next to its only caller in secret_scope.
load_env_file gains the same latin-1 fallback env_loader uses to install
into os.environ, so a mis-encoded file yields the same key set on both sides.
Managed .env keeps its fail-LOUD contract (decode error logs and ignores the
file) instead of load_env_file's fail-soft {}.
Behavior change: managed .env, skills_tool and mem0 setup now honour
`export`, quoted-value escapes and inline comments the way the profile scope
does; web_server_cron and the dashboard scrub tolerate a BOM.
Invariant test: a BOM'd/export/quoted/commented .env yields the same key set
via load_hermes_dotenv (installer), load_env_file (scope) and
_env_keys_defined_in_dotenv (scrub); fails with the old scrub parser.
The multiplexing default gateway now serves default + every live named profile
under profiles/. profiles_to_serve(multiplex=True) is a pure directory read
(tombstoned profiles skipped, never mkdir); every reader — gateway served set,
/p/<profile>/ prefixes for api_server + webhook, the named-profile standalone
guard, the Desktop cron ticker (its #108428 standdown for a profile owned by a
running gateway is unchanged) — drops the allowlist parameter.
Config v43 migration deletes the key from user config.yaml; DEFAULT_CONFIG,
GatewayConfig and the top-level yaml bridge no longer carry it.
BREAKING: anyone who set an allowlist now has their excluded profiles served.
Archive or delete a profile you do not want served (Teknium approved).
The Desktop/serve backend ticked every installed profile (ignoring
gateway.multiplex_profile_allowlist) and gated only on the profile's OWN
gateway.pid. A satellite served by the default multiplexer has no pid file, so
both tickers raced its fires and the Desktop one won nondeterministically —
adapter-less standalone delivery, and the environment behind #107485.
Homes now come from profiles_to_serve with the default profile's allowlist
(the multiplexer's served set); the per-tick gate also consults
named_profile_served_by_running_multiplexer.

Second entry of the same bug class: POST /api/cron/jobs/{id}/trigger →
_fire_cron_job_for_profile → CronScheduler.fire_due → claim_fire built its claim
without `manual`, so an off-tick run from the web UI stamped the future slot exactly
like the tools path #105704 fixes. fire_due/claim_fire gain `manual` (forwarded only
when set, mirroring `force`, so third-party providers keep working) and the dashboard
trigger passes it when the provider's signature accepts it. Webhook and misfire
catch-up fires run the slot that is due and keep the stamp.
Also drops the base-green tick-stamp test (the same contract is pinned by
tests/cron/test_scheduled_occurrence.py) and documents `manual` vs `force`.
Persist paused state, timestamp, reason and no first trigger in the original
locked creation write. Forward the same boolean contract across CLI, tool,
gateway API and dashboard API, validating at the store boundary. Preserve
explicit operator force-run behavior and normal enabled creation.
The live CLI probe also caught the command shim dropping failure return codes;
forward them so invalid creation reports exit 1 rather than success.
Credit earlier atomic-creation work in #78935 and #94952 and the focused
implementation in #104578. The broader manifest staging layer is not imported.
