`_persist()` prepared `session_meta` (cwd + provider/base_url/api_mode) but
the create path wrote only `{"cwd": ...}`; the snapshot only landed on a
later update. A restart before that update restored the session with
provider/base_url = None.
Use the same `session_meta` for create and update.
