test: drop prose change-detector for terminal description
The test asserted three verbatim substrings of TERMINAL_TOOL_DESCRIPTION, so any future rewording of the guidance would fail it without a behavior change. The PR's change is prose-only guidance; the description text is not a stable interface worth pinning.
